Town Planning Board Guidelines Revised/Cancelled  (March 2026)

The Town Planning Board (TPB) on 6 March 2026 promulgated three sets of revised Guidelines (TPB PG-No. 16A, TPB PG-No. 20A and TPB PG-No. 35E) and cancelled one set of Guidelines (TPB PG-No. 11) with immediate effect. 

 

The revised TPB PG-No. 16A for Application for Development/Redevelopment within “Government, Institution or Community” (“G/IC”) Zone for Uses under Section 16 of the Town Planning Ordinance mainly involves refinements to the scope and assessment criteria for section 16 planning applications, providing greater flexibility in considering applications for proposed development in “G/IC” zone to meet the changing aspirations and requirements of the community, and for better utilisation of site potential. 

 

The revised TPB PG-No. 20A for Compliance with Approval Conditions and the revised TPB PG-No. 35E for Extension of Time for Commencement of Development mainly involve textual amendments to clarify the principle regarding the compliance with approval conditions, and what constitutes reasonable actions taken for the implementation of the approved development/complying with approval conditions. 

 

The TPB PG-No. 11 for Application for Factory/Workshop/Warehouse Use within Unspecified Use Area on Development Permission Area Plans under section 16 of the Town Planning Ordinance is cancelled as the Guidelines are obsolete.
